Resolved, That the standard clergy stipend schedule be revised upwards by an amount equal to 3% for 2009.

Resolved, that in keeping with our core values, and our commitment to press on in the Lord, this convention requests our Bishop to form a team of clergy and laity, that will engage a diocesan-wide study and dialogue to occur between this convention and the next, working toward a biblical tithe from the diocesan budget toward the ongoing work of the kingdom of God; and

that such tithe would be given in keeping with its foundation as worship to God, and released therefore as an offering across denominational lines to worthy global mission, evangelistic ministries and mercy-ministries outside the diocesan revenue stream; and

that this study and dialogue would suggest the ways we could implement the tithe in the diocesan budget process and by what means we could accomplish the disbursement of the funding thus provided.

Resolved, that the following canonical amendments be adopted:

Marriage

This canon requires that the only marriage which may be celebrated or blessed in this Diocese shall be that of one man and one woman, and that diocesan or parish property not be used for marriages except that of one man and one woman.

Canon ##
Marriage

Celebration or Blessing of Marriages by Clergy

1.1 Members of the Clergy Resident in or Licensed to Serve in this Diocese shall neither officiate at, nor facilitate, nor participate in, any service, whether public or private, for the Celebration or Blessing of a Marriage or any other union except between one man and one woman. Unions other than those of one man and one woman in Holy Matrimony, even if they be recognized in other jurisdictions, shall be neither recognized nor blessed in this Diocese.

Marriages on Church Property

1.2 Properties owned, controlled, managed, or operated by this Diocese, or any Parish of the Diocese, or any legal entity established by the Diocese or a parish of the Diocese, shall not be the site for any service, public or private, for the Celebration or Blessing of a Marriage or any other union except those between one man and one woman.

[This Canon, if adopted, will be the last numbered canon before the current CANON 16: AMENDMENT OF THESE CANONS, and all subsequent canons shall be renumbered accordingly.]

Resolved, that the following canonical amendments be adopted:

Standards for Election, Licensing, Ordination and Consecration

This canon requires that those persons who are ordained, or consecrated, and clergy who are elected, licensed or appointed, be married or celibate.

Canon 11.8
Standards for Ordination and Consecration

11.8.a To be eligible to be ordained to the Diaconate or Priesthood, or consecrated a Bishop, a person must live within the covenant of Marriage between one man and one woman, or be celibate and abstinent.

Standards for Election, Appointing, and Licensing

11.8.b To be eligible to be elected, appointed or licensed to any position of ordained ministry in the Diocese, a member of the clergy must live within the covenant of Marriage between one man and one woman, or be celibate and abstinent.

[This canon shall, if adopted, be numbered 11.8 and appear in the canons after Canon 11.7]

Resolved, that every parish in the Diocese of Albany shall undertake, to the best of its financial ability, to pay in full and in a timely manner its annual diocesan assessment, no longer depriving the Diocese as a consequence of theological or ecclesiological disagreements; and

that the Diocese of Albany terminate the practice of the “parish choice” option, which allows parishes to designate that a proportion of their assessments due The Episcopal Church be used for other purposes; and

that the Diocese of Albany shall undertake to pay to The Episcopal Church its annual asking as determined by The Episcopal Church.

Resolved, that the Episcopal Diocese of Albany renews its commitment to full participation in the works and mission of The Episcopal Church; and

that the Episcopal Diocese of Albany reaffirms its constituent and undivided connection to and communion with The Episcopal Church and the worldwide Anglican Communion; and

that the Episcopal Diocese of Albany disassociate itself from the Network of Anglican Communion Dioceses and Parishes and from The Common Cause Partnership.

Resolved, that the assessments which are approved as part of the annual Diocesan Convention shall stand, without adjustment.

Resolved, that henceforth the Christ the King Spiritual Life Center, a ministry of the Episcopal Church, shall display the name of the Episcopal Diocese of Albany, The Episcopal Church, and its shield/logo, on the sign at the entrance to the property in Greenwich, N.Y., and on all letterheads and promotional materials.

Proposed Resolution #11

Resolved, that Diocesan Convention adopt the Diocesan Budget for 2009.

Proposed Resolution #12

Resolved, that the formula for calculating the 2009 Parish Assessments is the formula, known as the "Reduced by 14.5% Standard Assessment Formula," which is found in the 2008 Convention Book.
